        As Chief Election Commissioner, I ran into the leader of a major political party. I asked why his political party nominated criminals. I pointed to MLAs with heinous criminal cases pending against them, including murder, rape and kidnapping. Was there a solution to his problem/ He replied, “When elections are on the horizon, our only mantra’ is ‘winnability’.
            The EC has written to successive governments that those charged by a court of law with heinous offences, punishable by five years of imprisonment or more, be debarred from contesting elections. The EC believes this to be a reasonable restriction. However, various parliamentary committees have turned this down, instead offering the establishment of special courts and day-to-day trials. No such mechanism is in sight. The conclusion is inescapable. ‘Winnability’ continues to prevail over clean politics. :-

Progress report :
        Narendra Modi has again kept his minister on their toes by asking them to submit details of their tours within the country during the last three months. They have also been asked to give details of the functions and conferences they attended, and their outcome. Modi wants to ensure that his ministers spend more time on government work and visit priority states in the northeast and Jammu and Kashmir. Some ministers are grumbling that hitherto no prime minister had asked for details of domestic travel. Some weeks ago, Modi had asked all ministers to submit details of money credited into their personal bank accounts after demonetization.

The Art of Policymaking

          The prime minster is a very popular speaker. He is great on the gusting: some may say he is a superb rabble- rouser. But that would be unpar- liamentary language. Anyway, he is good at it; the names he calls his opponents may be impolite, but are memorable. The prime minister has practiced a different art of communication, though, in his weekly radio talks.         
            The prime minister picked up the issue. He was told that black money is stashed in jewellery and property; but for him, it all begins with cash: whoever buys such assets has to pay cash, for payment by cheque or draft will create a record that will make tax evasion difficult. But his advisors are mistaken. Cash may be the medium, but black money resides, not in any asset, but in a transaction.
            It is no unusual for advisors to be wrong. Anyone can get economics wrong. Even where there is no mistake, there are often many policy option, and choosing one requires judgment. This is why the This is why the finance ministry has had an economic advisor ever since I.G. Patel was borrowed form the International Monetary Fund in the 1950s. when I was economic advisor, I did not put all my trust in my judgment; before the budget, I would call in a dozen or so of India’s best economists to meet and advise the finance minister. Prime Minister Vajpayee did even better; he met a dozen good economists, including me, once a month.           On 9th Feb. while concluding the motion of thanks to the President’s address to the Budget Session, you made a slimy remark on the former P.M. Dr. Manmohan Singh. Remarks were atrocious, disrespectful uncalled-for from a P.M. in Parliament representing 130 corer population of India. You should reflect maturity and sobriety in your utterances.

            You remind of HAFEES SAEED of Pak. whose utterances are directed to wards India reflecting his hatred towards India and its people. You as the P.M. while addressing for Electioneering or in Parliament a directed towards apposition mainly the Congress. But your effort can be compared with H.S. of Pak.

The BJP should condemn Giriraj Singh’s open support for Bhansali’s attackers

Union minister of state for micro, small and medium enterprises, Giriraj Singh likes nothing more than to wade into controversies to display his patriotic and religious credentials. Mr. Singh has in the past come up with remarks on the need for Hidus to have more children in order to prevent the com munity from being overrun by Muslims – based on nothing more than his prejudices.

Mr. Singh is a law-maker who has no business advocating violence against anyone. If anything, he should have sought action against those who took the law into their own hands and assaulted Bhansali. The ruling BJP, which should have condemned Mr. Singh’s remarks and taken action against him, is silent. This is what encourages people like him to become repeat offenders.


Hoodlums bullying Bhansali is only the latest example of the state abetting intolerance

Are we fast reaching that point in the world’s largest democracy where freedom of expression guaranteed by the constitutions is subject to the level of intolerance of any pressure group willing to resort to violence to enforce its writ?.

Bhansali was shooting at the Jaigarh fort near Jaipur for his film on fabled Chittorgarh queen Padmavati. The Karni Sena hoodlums felt that he was portraying their queen Padmavati in an unfavorable light. There has been not a word of condemnation of this incident by chief minister Vasundhara Raje who is, no doubt, aware that the Rajputs are a powerful vote bank.

Akhilesh Khandelwal, a BJP leader from Madhya Pradesh, has gone further. He has issued something akin to a fatwa, where anybody who performs the pious duty of throwing a shoe at Bhansali will be given an award of Rs. 10,000/-.

When these new contestations take place, challenging the self-righteous hegemony of the powerful, will the state stand up for the law or align itself with the perpetrators? Will those who behave they can use violence to silence those they disagree with continue to go scot-free?


These are the glaring examples of state sponsored lawlessness activities?
