3 Years of Modi Sarkar - A Review

Political Initiatives – and Aims  
                       
Respected P.M. Sir you have been in election mode through out your three years in office. Actually you have been only electioneering. Weather local bodies elections (Chandigarh, Maharastra, Delhi). Without your hangout it appears nobody would vote for your rightwing outfit. Your campaigning is based on Publicity, Propaganda, Promises though mostly false. Your government has kept the electronic media tamed. Since you have remained so busy in such issues the two most important issues of insurgency and militancy have remained neglected.

U.P. Elections

U.P. Elections were DO OR DIE for you and your party. To ensure a victory you and your deputy (AS) speared no effort in galvanizing and creating a deep and committed Communal Polarization within the Sate, and you succeeded. To ensure its consistency RSS and BJP fostered YOGI as the CM. Not that Yogi had any proven admin competence.
As a election campaign two important facets were emphasized – that is POWER and LAW and ORDER

(a)                Power – Last Six months of Akhilesh Government the power situation was far better. Now power trips of every two hrs for Fifteen Minutes and some time breaks down even for 2-3 hrs.
(b)               Law and Order – A new type of Goonda Initiative a seen. Elected reps of the ruling party (MP’s / MLA’s / Corporater) organize unruly assemblies surround or target police administration to display their extraordinary  authority. This is the real VIP culture and not removal of Lal Batti / Nili Batti .

A new phenomena has emerged
(a)        Power driven TERORISM
(b)        Religious TERORISM – So called GAU RAKSHAK / VIGELLANTES

Why the Term Terrorism is being used for Such political entities ? The Dictionary describes a Terrorist – Who causes physical harm to innocent people.

Stakes are high are we the people of India, Vigilant

Insurgency Challenge
                       
Both Kashmir and Chhattisgarh show up BJP’s deficient handling of security In yet another attack on an army camp in Jammu & Kashmir, two Jawans and an officer have been killed and at least five other soldiers injured in a pre-dawn fidayeen strike by terrorists in Kupwara district. Although two suspected Jaish-e-Muhammed militants were also neutralized in the exchange of fire, the attack highlight how precarious the security situation is in J& K. With protest violence also on the rise in the state, Kashmir is giving the impression of veritable war zone.
Similarly, the recent Maoist attack on CRPF jawans in Chhattisgarh’s Sukma-which left 25 personnel dead shows that authorities have failed to effectively tackle the insurgency in the country’s heart land. Poorly trained and bereft of a specialist intelligence wing, local language skills and a higher management proficient in counter insurgency, CRPF has odds heavily stacked against it in the Maoist red zone. In fact, the paramilitary organization was headless since February and only got a chief few days after the Sukma attack, With such structural weaknesses, CRPF is having difficulty serving as an effective counter insurgent force. Combine that with a record of repeated strikes and successive b reaches of perimeter defence on armed forces bases in J&K under the watch of the NDA government.

Experts Comment – Fear and Loathing

Can India be prevented form becoming another Pakistan, Far more hope-inducing are the contradictions within the right – between BJP and RSS leaderships; between BJP and Shiv sena ambitions; between extreme-right vigilante groups and those supporting at least a measure of due process; and, finally between different centres of power within BJP – within the central party, and between the central command and state units.
Perhaps the biggest contradiction, though, will be between Prime Minister Narendra Modi and chief minister Yogi Adityanath. Adityanath is a saffron-robed Modi – younger, harder and on the rise. He leads the biggest state in India and therefore has unrivalled mobilisational power. The prime minister must already be feeling the heavy breathing on his neck.

Defense and security related challenges
                       
The situation in Valley continues to highly volatile and disturbing. The COAS  has raised serious concern that army is not getting enough funds to match there defense requirement no positive efforts have been made to meet even the Navy and Air Force requirements. Rather if we look at it seriously the scraping of MMRCA the RAFFEL deal and compromising on 36 Air craft deal was a highly retrograde step. The MMRCA deal came to a final stage after nearly 7 years of very methodical process of selection. It would be prudent to mention that the original deal of RAFFEL was 75% cheaper then the deal struck by the P.M. for 36 air craft.

Not only that even the defense as a hole has been treated very lackadaisically. Since the time the Govt. came into being we have had three defense ministers. Initially Arun Jaitly with additional charge and then Manohar Parikar was brought as a very competent and honest man but found incompetent and shunted out to Goa again to head the State Govt. Once again we have Arun Jaitly as a part time defense minister. This is how we tackle the National Defense.

As I was in the process of initiating my assessment a most tragic event took place on 9th of May which needs a special mention. Young  Lt. Fayaaz was abducted and mercilessly killed by the terrorist. He was a symbol of NATIONAL PRIDE, NATIONAL UNITY and Kashmiriyat. It was utmost on the part of state administration and the Central Government to have protected this Young Man. His very presence from time to time could have helped to diffuse the situation in the valley. Questions arise what were our intelligence agencies doing. We provide Z class security to a communal leader Vinay Katiyar in U.P. who dose nothing else accept spread communal hatred and we failed collectively in ensuring safety and security of Young Officer who was a National Asset.
           
Foreign policy initiatives and its fallout
           
On 26th May 2014 you looked very positive and promising during your swearing in ceremony. You invited all SAARC country HEADS. And within no time you fell apart with NAWAZ SHARIF when you were in NEPAL in September that very year. You refused to look at him what to say of a SHAKE HAND ? Seeing this Ugly Situation the then P.M. of NEPAL some what retrieved the situation and made you say hello and SHAKH HAND with NAWAZ SHARIF. You took bold step and landed up unannounced at ISLAMABAD to wish NAWAZ SHARIF. But the nation asks a question where have you taken the country in relation to HOME LAND security ?  We are loosing our precious lives Day by Day and no solution appears to be insight.

If we look at serious security lapses since 1999 they are :
(a)   KARGIL - May to July 1999         (b)  Hijacking I.C. 814 – 24th Dec. 1999 to 31st Dec. 1999
(c)   Parliament Attack December 2001       (d)  Mumbai 26 / 11 2008
(e)   Gurdaspur 2015  (f)  Pathankot 2016    (g)  URI 2016

            If we analyze these 7 very serious security lapses 3 have happened during NDA 1  and last three have happened in last three year of NDA II. This does reflect some deficiency in Foreign Policy initiatives of your Government. Are we seriously thinking of diffusing the situation in the valley or we would continue to blame PAK and make chest thumping statements ?

“We the peple of India” are deeply concerned about the happening in the Valley. Though many suggestions have been made earlier, however the most concerned is the role of separatist, like Gilani, Yassen Malik & many others. They are disruptive and destructive. We are sheltering them for decades. The time has come we should ENGAGE them or ELEMINATE them. Int agencies are competent to under take such operations, ABDUCTION / ENCOUNTER them. You both are experts (NM & AS) you have done it before in Gujarat. Or search a police officer of the caliber of KPS Gill.


WE THE PEOPLE OF INDIA IT IS TIME TO PONDER.
